Users not recieving Mail intermittent

I need some help. I don't know where to start. I am having some major Exchange issues where users are intermittently not receiving their e-mail. I attempted to replicate the problem and have seemed to do so. I sent myself an email using hotmail and yahoo. I recieved the hotmail but not the yahoo. I have rebooted the server to rule out a hung application and did not see any errors or warnings in my even log that could suggest a malfunctioning service. It is quite baffling. The queses are not filled nor do they have anything in them. Our spam box is not receiving the missing mail either. Please help.

If the spam box is not receiving the email then it is probably not an Exchange issue. Do you receive email directly by SMTP or via your ISP? Do you have other servers in the MX records other than your own - ISP for example?

You were correct that it was not our exchange causing the problems. The Spam Filtering Company had an IP address change and failed to inform us therefore I didn't change the firewall config to allow the connection.
