Global - Out of Office reply - Exchange 2003

We are an insurance company and it is very important that our clients are aware of our office hours, specifically over the holidays.  I am looking for a solution that would send an out of office reply to any email accepted by our server.  I cannot depend on every employee to turn on their out of office reply.  I have searched solutions on this matter within this site, but have not found the proper solution.  Any help would be appreciated.

Unfortunately, I believe exchange server 2007 adds the capability to display a domain wide out of office message for every account.
I am looking into some other solutions, but none of them seem really feasible at the moment. I will let you know when i come up with something.

Thank you for the repsonse, let me know if you find anything, I have been looking, but can't seem to find anything that offers this function.
