Global - Out of Office reply - Exchange 2003

We are an insurance company and it is very important that our clients are aware of our office hours, specifically over the holidays. I am looking for a solution that would send an out of office reply to any email accepted by our server. I cannot depend on every employee to turn on their out of office reply. I have searched solutions on this matter within this site, but have not found the proper solution. Any help would be appreciated.
