asp.net Design view (locked)

Hello all,

I have just re-opened a solution after about a month and tried to modify the Design of a dialog page.  in the DESIGN tab it shows Design(locked).  Can anyone tell me how to unlock the Design in .net environment.

In Design view, select an element to lock or unlock.
 On the Format menu, choose Lock Element.
