Exchange server not responding messages in outlook

I have a citrix farm consisting of 2 citrix presentation servers on windows 2003 sp2.  Recently in the last month or so users have started complaining that they keep getting Exchange server not responding in outlook.  I have done some performance testing and not found anything to try and resolve the issue.  The server are both 2.8 ghz intel processors with 4 gigs of ram each.  I have maybe 5 or 6 users on each server at any one time.  When it happens they seems to very little network activity(Nothing more than usual maybe 10%) i have 100 gigs of HD space left on each server. Hard drive and CPU performance are normal.  I have checked the exchange server.  (It's a windows 2000 server with 4 gigs of ram running Exchange 2003 sp2)  It also has GFI mail essentials on it for Spam.  Exchange server seems to be doing very little when it happens also.  I only have 15 users and very rarely are they all in at once.  Some of their mailboxes are very large,(Average is about 1.2 gigs) 1 as large as 2 gigs.  I have cleaned out anything older than 30 days from their mailboxes.  (They get a lot of large attachments here 10 meg to 15 meg PDF files)  But the problem does not happen when accessing them it can just be opening a new mail message to tell boxx you are going to lunch.  Citrix servers have Sales Logix, Calyx Point, Adobe reader, Office 2003 standard edition, and quickbooks.  I just can't figure it out.  I haven't made any changes to the system and all of a sudden it just started. (I do reboot the servers usually once per month, lately more often for the citrix servers) Sometimes outlook will hang for a user and i have to end their citrix session error below.

Try archiving old emails from these users' mailbox and see if this helps - perhaps this is also contributing to your problem (They get a lot of large attachments here 10 meg to 15 meg PDF files). Archive everything except for 7 days old emails.

Also, a good practice from keeping your Exchange server healthy is set a policy mailbox limit so it won't overwhelm the exchange from processing the client request.

policy mailbox limit:
60Mb Mailbox inbox max limit
80MB mailbox sent max limit
100mb mailbox sent/inbox combine locked account - time to do some house cleaning (e.g run archive in outlook).
