Windows SBS 2k3 Web Browsing limiting and web based email logging

I have a client with a SBS 2k3 server who is tired of a number of employees browsing anywhere they want while on work hours and they also want to log users using web based email on work time complete with entire email sent/read/received/etc.

I have setup proxies in Linux for web limiting but didn't know if there was a quick proxy or program (which is free) to setup on the server. Also what programs monitor webmail that do not have to be installed on the client systems but instead just on the server if any?

You may also want to check out www.opendns.com it allows you to completely block sites that are unwanted.  The best part is that it is free and easy to use.  It has limited reporting but you can't expect too much for free.
