Cant share printer

I am trying to share out a printer on a machine running vista home basic. I have setup myself as an admin acct. When i try to turn on printer sharing in the network and sharing center, i can turn it on but when i hit apply, it goes back off. Same for folder sharing. I also get error 0x0000007a and sometimes i get a message saying i dont have privileges. I have researched this and cant find anything close to my issue.
