Where can i find a java library that can provide math formatting for number ?

I am looking for a java library that can provide math formatting for number.
For example - I need to
Add a comma after every three digits.
Add two  zeros after decimal place.
Add a percent sign to the numbers.
Round to 1 or 2 digits after decimal.
