Designer Version 10: reports don't prompt to logon to Enterprise

I'm having trouble getting Crystal 10 Reports located on a network drive to work on two of our PCs.  The reports work great on every other PC.  The reports were previously located in Crystal 10 enterprise and were saved to the network.

On the PCs where the reports work, they automatically ask the user to logon to Crystal Enterprise prior to opening in designer. Upon execution they login to the databaes and run just fine.

On the PCs where the reports fail, they open right to designer. Upon execution they successfully attempt to logon to the database and then fail with the error: "Failed to open a rowset. Details: HY100[DataDirect][ODBC Oracle Driver][Oracle]ORA-06550: line 1 column 8:  PLS-00306 wrong number or types of arguments in call to xxx...PLS\SQL Statement ignored. "   

Can anyone assist?

Do the users of those machine have databse permissions?

How are you connecting the report to the database?
Is it using database security or Windows authentication?

Do those users have Crystal Enterprise permissions?

The reports  connect via ODBC. The same ODBC drivers appear on all the PCs.  The database is using database security, there is only one username and password. This works fine all all PCs.  The PCs are being logged in with my profile and my passwords.  That is to say, no other users are involved at the present time  (we're in pre-production).  I can successfully login to Enterprise from Designer on the PCs where the reports don't work.

Yes.   Guess my question wasn't  near as clear as I thought.
