UNdeliverable email to AOL accounts from some senders

Unable to send email from a domain to email accounts.  Had ISP setup a DNS PTR record for the reverse zone.  It is now resolving on the reverse lookup for the domain and still emails to AOL accounts are returned undeliverable 8-10 hours after being sent.  The last test was returned with the following error:

Error 554 RTR:GE

    * 554 RTR:GE
      http://postmaster.info.aol.com/errors/554rtrge.html

    EXPLANATION:

    This error message indicates that a block has been placed against your IP address because we have received numerous complaints concerning mail coming from that IP address.

    SOLUTION:

    Please have your ISP or server administrator contact AOL for assistance. The mail administrator should request a feedback loop that will alert them to reported spam from their network. You can access the Feedback Loop request form here.

After seeing this error I checked the public IP of the domain on spamhaus that is unable to send to AOL accounts and it states that the public IP is not on any of those lists.  AOL IS INFURIATING.

AOL don't use spamhaus, they have their own internal blacklists. You need to do what AOL have said if you want to send email directly to them, which includes going to their web site and setting up what they need.
The other option is to send email via your ISP, but as you haven't said which version of Exchange you are using, further advice is not possible on that point.
