need help disabling Themes and adding default privacy signature

I need help disabling background email themes in outlook 2003. Also need to configure our default privacy statement to all emails the go out. I have looked at the admin outlook 2003 template and cannot see where these can be configued. I want do deploy a group policy.

By theme I assume you mean the stationary.

Key: HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Common\MailSettings
Value name: NewStationery
Value type: REG_EXPAND_SZ
Value: leave blank

Then use Group Policy Objects to block these toolbar and menu commands in Outlook and Word. IDs are in ():

MailSettings isn't a choice to pick from. I have BaseSuite, DrawAlerts,DspAdapterMRU, General, InstallRoot, Internet, LanguageResources, Licensing, Migration, Research, UserInfo.
