Currently when a user goes to print in our Citrix Presentatin Server 4.5 environment, they can see all the printers for everyone who logs in... is there a way I can limit it so they can only see THEIR printers?

This is probably because your users are admins on the citrix server itself (which can be a very bad idea).  Check the local security groups on that server to see if you have accidentally made everyone local admins to the server and remove them to fix the printer problem.
