ASP.NET Text Password

I cannot for the life of me figure out why this text box doesn't have the "*******" in it on page load.  I've tried both versions below + putting it in the VB page on Page Load.

<asp:TextBox ID="txtPassword" runat="server" ForeColor="#9F6613" TextMode="Password"
                            Width="145px" onfocus="ClearIt(this);" Text="*******" ></asp:TextBox>
