Windows service not allow to shut down pc

I have windows service crated in C#
I am showing form through it, which updates the user about changes done by service.
But my problem is that if my service is running am not able to shut down my pc
My operating system is windows xp

I did this once before.  Is your service doing anything with the close event or closing event?

does the user profile have admin access to shut down window services?
