I've run Exmerge against the Exhange information store looking for an email with a specific subject line.  It, Exmerge, creates a series of .pst files for all the users that you have identified to search - in this case all users.  The .pst files are 32Kb in size.  The one success that we had has a .pst file of 64Kb in size.  When I take this .pst and attach it to Outlook to look for the message with the identified subject line all I see are a series of folders the users folders  but the email with the subject line is not there.  All the folders are empty.

Why did Exmerge identify this one user using the search criteria I selected and where is the email message?

Have you looked at the exmerge log file?    It's usually at the root of the c drive
