Exchange Server 2003 - Syncing Contacts throughout mailboxes

I have a client that is using Hosted Exchange for their company emails.  They have about 15 mailboxes, and about 10 blackberries on BES.

Problem comes in where they want to assign one of the mailboxes to be the main contact list and the others work off of that list.  Typically, I would think this would be done using a public folder however blackberries cannot view public folders so when the other mailboxes are on the road they have either an outdated set of contacts or none at all.  Is there a way to have the single mailbox contacts sync up with the other 14 mailboxes so they're always up to date?

There's no kind of replication like this built in.  What we've done is created a public folder with up to date contacts that users can just drag to their local contacts folder.  Hope this helps!

When you drag, does it copy or move the contact?  I don't have anything here to test with.

Someone mentioned sharepoint a few months back.  I've also heard that public folders is a dying technology?
Microsoft wants to de-emphasize public folders in lieu of Sharepoint, that is correct, but I'm sure many companies will be using PF's for some time to come.

Dragging them keeps an original copy in the original location.

It needs to be OTA (Over the air), but I'll check out those solutions.
