If details section is blank then I don't want to show the group header or footer.  How do I go about that?

In the group header can you determine if the detail section is blank?
You should only get the group header and footer if there is data for the group.

Well there is data but I am suppressing it with this formula
{@AWG stockcode exemption} = " " in the details section.

So the group may have several records and some or all of them may be suppressed.

Try this
Add a formula
If {@AWG stockcode exemption} = " "  then'
   0
else
   1

Put that in the detail section
Add a summary (sum) on the field for the group

You should be able to suppress the group header and footer using the summary field by testing it for 0.
