do you have the NDR ? Do you have an external email address that you can send an email to the troubled email domain address ?

If there is a delay on the troubled email domain address, it is possible their DNS host provider is experiencing some problem, or the router stationed on the troubled email domain name is down hence it cannot relay the SMTP packet, or the exchange server of the troubled email domain name is down as well.

Also, as anyone from the troubled email domain address to send you an email to see if you can receive the email. If yes then there is a possibility that issue is coming from their side not your side.

As you can see there are few things to check but the above at least gives you something to start with your troubleshooting.

hope this helps
