computer will not start and was told I need to relace motherboard and re load windows does this sound right?

My computer will not start brought computer in and they said it is the mother board, and need to replace motherboard and re install windows, does this sound right?

If it isn't the same board, then it sounds right. If it is the same board then a reinstall shouldn't be necessary., except if it is an OEM version of windows without the normal Installation CD's, but rather some sort of recovery CD's. Such manufacturers sometimes tie the windows version to the serial number of the mainboard.
