Both IE and Firefox windows open when I click on a link (usually from Outlook)
This ALWAYS happens when I'm reading the "NY TIMES Today's Headlines", but I'm pretty sure it's happened under other circumstances. When I click on an article I want to read, Firefox pops up with it and moments later IE pops up with the same article. What have I screwed up?

Checked both. Firefox is set as my default browser. If I go to Control Panel | Internet Options, it tells me that IE is NOT.
BUT
When I go to IE | Tools | Internet Options I get
"This operation has been cancelled due to restriction in effect on this computer. Please contact you system administrator." I told Spybot S&D to lock it out. I (almost) never (purposely) use IE.

ACTUALLY--
In IE Internet Options there is no "Make Default" on the Programs tab. There are two relevant settings: a tick box which says "Internet Explorer should check to see whether it is the default browser - (this is unticked) and a command button which says "Reset Web Settings" which I don't want to push - do I?

Geez, I'm amazed.
I NEVER expected this would be "unanswerable". I've got 20 more points which I'll tack on.

Thanks. No more 2 windows. Unfortunately, I went ahead and did basically everything on your list, so I don't really know what fixed it. One day when I have nothing better to do, I might back out these changes and reintroduce them one by one so I learn something.

Glad it's working for you now. You are right, it could have been a combination of things or simply one. Although if you were using Teatimer and for some reason you told it not to tell you when it fixed (or blocked) something, you wouldn't have known when it did.
I believe that might have contributed but also the DDE change has been known to cause the issue also.

I believe that might have contributed but also the DDE change has been known to cause the issue also.

Sorry, I thought "Is this what you were looking for?" was all I had to click. Thanks again for your help.
Which browser did you want to Open? And then we will tell you to Confirm that it is set as your Default.
In IE, go to Tools->Internet Options->Programs and hit the Make Default if you desire that one.
In Firefox, go to Tools->Options->Main and Hit the Check Now if you desire that one.
Keep in mind, you should probably uncheck the Warn me if I am not the default browser on the same pages of the one you don't want to be default.
And Set your defaults while the other one is closed.
