Quick Launch Enable via the Registry -- Preferably under the HKLM

I am trying to find an entry in the registry to enable the quick launch toolbar.  

I have figured out for adding shortcuts:
%appdata%\Microsoft\Internet Explorer\Quick Launch

I am looking for a way to enable this for all users on a desktop via the Registry.

There is not GPO for it, and there is no reg mod for it (to the best of my knowledge). Settings like that are usually setup in a default user profile, so it is picked up by new users. Unfortunately that doesnt help with current users. Think the VBS way above might be the best way to do it.....

Unfortunately it states you cant really do it through a script the way I was wanting to do it.
