No new e-mails delivered to outlook 2003 but come in to server and don't deliver to outside world  ( No errors in log )

Outlook users see old e-mail but no new e-mails in or out Internal and external dont arrive
all services up no errors
can track e-mails on server and see them arrive in store
I have removed e-mails from most of the users outlook ans seen them go out of store  and can see new e-mails go into store but not arrive at desktop outlook
Ran best practice tools and find no errors
I think its a active directory problem with permissions but cant narrow it down I ran registry mechanic 7 and have also put on the full SQL 2005   (aLL WORKING )
webmail works but same problem

If message tracking shows the messages arriving in the store then the message has been delivered. First thing to do is look in OWA. Ensure that there are no views, rules or anything that could be hiding the messages.

I have looked on 20 or so Computers out of the 47  nothing that easy
I still cant send any out to the real world  or send an internal e-mail

My best advice to you is probably to call Microsoft. They can do the one thing we cannot - which is remote in to your server and see what is going on. If nothing has changed then it could be an indication of a more serious problem.

Are the users using cached mode? And does clicking send/receive do anything?

it was a 2nd smtp service installed by an update to SQL
