Is there a way to prevent a horizontal scroll bar from appearing, without making the content hidden?

And what exactly should happen to the content?
The "overflow" property can be set to visible, hidden, scroll or auto. See descriptions here:
    http://www.w3schools.com/css/pr_pos_overflow.asp
You don't want scroll or hidden. What about visible?

You could also try to not let the content expand horizontally...  

Also, are you talking about the body of a document or about an element like a div?

Also, what kind of content (can it be easily wrapped so that it expands vertically instead of horizontally?). An example maybe?

And you can set the overflow-x property (instead of "overflow") if you want to only address the horizontal overflow behaviour of an element.
