Organizing large number of mailrules

In Outlook 2007 I have a collection (500+) of mailrules
These mailrules are ordered neatly but if I create a new mailrule it places it in the bottom of the list.
I then have to manually move the item in the right place, which means clicking upto 500 times on the "up" button?

Is there an easier way to move them around in the mail rule list?

In OL2003, there is no other way to do that. Unfortunately.
