Converting files in WEKA

I have two text files neither of which has a class attribute. One file is tab separated and has about 900 fields (across the top) and about 900 rows. The other has about 28 fields and 120 rows but has missing data. I tried to use the converter in WEKA but I get errors with both. Any ideas on where to go to fix this?

WEKA uses arff format. Convert your data files to arff format.
