I have uses who connect to their apps through Citrix via Wyse device, when they try to change their Auto-archive setting within Outlook.

It doesnt allow them to as it is graded out.

Tools - Options- Other- Autoarchive (graded out)

First thing you need to check it Group Policy.  Are you disallowing that to a GPO that the User and/or Citrix servers are a part of?
