Forcing XP theme for users

On a group of w2k3 servers I have set the group policy "User Configuration/Administrative Templates/Control Panel/Display/Desktop Themes2 to be "%windir%\resources\Themes\Luna\Luna.msstyles". This theme and path exists on al the servers. All the server have had the Theme Service set to automatic and are started.

Only one of the servers forces the XP theme - this is a new server that was installed at the time I was trying to enable themes, I don't know if this is relevant.

I am at a loss to understand how to ensure that users get the xp theme. I use roaming profiles and all users have the "Terminal Services User Profile" set.

How is the policy linked? and are they applied to only specific security groups?
the computer OU with loopback processing for users?
or users OU?

I have an OU for users app-user with a policy attached to the OU called app-user.
"Load a specific visual style file or force Windows Classic" is set to "Not Configured"

I have another OU called APP-3kTS for the windows 2003 servers of which the one that is delivering styles is a member and there are two policies attached called:-
"UMIS-3kTS Loopback - do not edit"
and
"UMIS-3kTS Users"

The only setting in "UMIS-3kTS Loopback - do not edit" is I have configured is "User Group Policy loopback processing mode Enabled" which is set to "Enabled" and in "Replace" mode.

in "UMIS-3kTS Users" the relevant setting is I think: "Load a specific visual style file or force Windows Classic" and this is "Enabled" and the path is set to "%windir%\resources\Themes\Luna\Luna.msstyles".

you have to enable loopback processing in the policy with the theme setting.
OK will try that.
I have tried that setting it to both replace and merge and it has made no difference. I am puzzled why the one server does give the user themes.
maybe a "gpudate /force" or a reboot?
I've never used gpudate  should this be run on the domain controlled or each of the TS Servers?
Doesn't seem to have made any difference.
Neither has a reboot of all the servers.
