behalf error

we have a problem with the send on behalf of.. we have a newly created user which is working in X dept. X deparment is using the kr-humanresources mailbox for the announcements. we have given full access to this user for this mailbox. he  tries to send mail with this mailbox as from address but he cannot send it. Outlook says she does not have necessary permissions for this. Other old users with the same rights can send this mail without any problem. we tried to give send on behalf of permission also but this time mail is send at from line as "user on behalf of human resources".

is "send as" already granted to this new user via the security tab in "kr-humanresources" account properties in active directory users and computers?

you might want to check http://msexchangeteam.com/archive/2005/01/07/348596.aspx to grant "Send As" rights.
