steps to install libmcrypt and mcrypt

I am running Rhel5 and have PHP515 installed in /opt/sugarcrm/php.

I downloaded libmcrypt and mcrypt from sourceforge:

I believe I have all the necessary c++ libraries installed as I am not getting any errors during the libmcrypt ./configure  --with-php-config=/opt/sugarcrm/php/bin/php-config, make, make install.

I have installed libmcrypt and at the end of the make it states that the library files were installed into /usr/local/lib. I see in there the following:
libmcrypt.so (symbolic link - point to local libmcrypt.so.4.4.8)
libmcrypt.so.4(sysmbolic link - point to local libmcrypt.so.4.4.8)
libmcrypt(directory - which is empty)

I have added LD_LIBRARY_PATH=/usr/local/lib env variable

When I try to run ./configure --with-php-config=/opt/sugarcrm/php/bin/php-config
I get a message saying:

checking for libmcrypt - version >= 2.5.0... no
*** Could not run libmcrypt test program, checking why...
*** The test program compiled, but did not run. This usually means
*** that the run-time linker is not finding LIBMCRYPT or finding the wrong
*** version of LIBMCRYPT. If it is not finding LIBMCRYPT, you'll need to set your
*** LD_LIBRARY_PATH environment variable, or edit /etc/ld.so.conf to point
*** to the installed location  Also, make sure you have run ldconfig if that
*** is required on your system
*** If you have an old version installed, it is best to remove it, although
*** you may also be able to get things to work by modifying LD_LIBRARY_PATH
configure: error: *** libmcrypt was not found

If I try to run make I get: make: *** No targets specified and no makefile found.  Stop.

I am completely stuck and can not proceed without this...please help...this is only the second time I am using this service and have paid for it for over a year...If someone can help me here it will have been worth it!!!!
