Network Printing Trouble

I am having trouble setting up an HP LaserJet 1600 printer on my Windows Small Business Server network.  The printer is shared over the network from a XP sp2 machine/USB connection.  Printing works fine on the local machine, but network printing is causing problems.  When a document is sent to the printer from a network machine (also XP sp2) the document remains in the printers queue, but doesn't ever print.  When the job is deleted it remains in the queue with the word "deleting" after the document name, but doesn't go away until the local machine is restarted.  The strange thing is that when the local machine is restarted the document prints as soon and the machine finishes start up.  Also when logged in as the domain administrator on one of the network machines printing works as expected.   The firmware for the printer is up to date.  

I should note that other printers are setup on the network and work as expected.
