Windows IIS Server from NT4.0 To Windows 2003

Hello,

I need to migrate an NT4.0 IIS server to Windows 2003 IIS. What is the best way to accomplish this? I want to make sure that once I transfer all the data/web sites information from NT.40 server to Windows 2003, so all the permissions are intact.
