Windows XP tab, shift & Ctrl key only work once - if held down, they don't work

I'm experiencing a very strange problem on my Windows XP machine.  I'm sure it's not they keyboard, because I can log in remotely from a different machine/keyboard and the same problems occur.  

If I hold down the shift key to capitalize a letter it works, but if I want 2 capitol letters in a row, I have to lift my finger off of the shift key and push it again to get it to register.  The tab key only lets me make one tab (if I'm lucky), but usually it doesn't work at all.  The control key works the same way as the shift key.  I've checked my control panel and the sticky & filter keys are all off.  I'm hoping this isn't signaling a big problem with my computer.  It doesn't seem to matter which program I try it in either (MS Word, notepad, textpad5, etc.) same problem occurs no matter what.
