Error 997 I/O overlaped process :  when trying to start Oracle EM on Windows

I am unable to start the console service.  I get this Error 997:Overlapped I/O process in progress.

Have tried everything I know.  Took the NTS authenication out of SQLNET.ORA, worked with the Windows installer per another recommendation.  Any ideas on how to trace what is causing this or a fix?

Please give us some more information including:

1. Do you have an Oracle database installed on a Windows server and you get this error when you try to start the OEM console on the same server?
2. Which versions of Oracle and Windows do you have?
3. How much RAM does the machine have where you get this error?
4. Did OEM ever work on this machine, or is this a new installation?
One thing I've found to be an issue with our system is that the dbConsole service needs to be running before the database service is up... I know this is the case when the repository and database are on the same machine.  Would this happen to be what is going with you?
