Email Monitoring Reports not being sent

I installed a Small Business Server 2003 and set up Monitoring and Reporting.  For many months I was able to received daily and weekly reports.  About 3 months ago it all of sudden quit working.  I have rerun the Wizard and it did not work.  I did change the admin password and I thought that may have somehow affected it.  I am able to view the reports at the server, but if I try and send the email I receive the following error:
An error occurred while sending the Server Status Report.  Verify that report configuration settings are correct, and then try again.".

When I run the wizard I will get the emails that tell me that I am set to receive the reports, but then I never receive the reports.

I am also running MS Exchange and I have verified that the SMTP connection can send local connections.

There are a number of troubleshooting steps you can take to resolve this, which you'll find outlined here:

But before doing that, please just try re-running the "Set Up Monitoring Reports and Alerts" wizard, selecting "Reinstall Monitoring Features" on the Configuration Mode screen.

I have rerun the "Set Up Monitoring Reports and Alerts" wizard.  Once again I receive the emails telling me that I am set up to receive the reports but I do not receive the reports.  I also noticed that I did not have the .NET framework version 2 or 3 installed.  Since there was a log message mentioned .net I installed the framework on the server.  None of this made any difference.

I will reinstall as per the instructions on one of the upcoming weekends.

The log message when trying to run the reports was:

To do this, open the Monitoring and Reporting taskpad in Server Management, and then click Set Up Monitoring Reports and Alerts.

I have verified that both the IIS Admin and ASP.NET State Services are running.  I have also verified in IIS that the ASP.NET v1.1.4322 and ASP.NET v2.0.50727 web server extensions are allowed.  I'm not sure why ASP.NET web server extension should be needed for reporting, but it is verified to be available.  

I also found this log message:

Thanks for your help and I apologize about my delay in getting back with you.  When I tried to uninstall .Net 2.0 it did not fully uninstall.  I then used the following link to fully uninstall .Net 2.0  http://support.microsoft.com/kb/908077.  Just a note to beware when it says to delete mscoree.dll. Luckily, I did not delete it but just moved it to a temporary location and was able to retrieve it.  When I went to reinstall .Net 1.1 it did not replace mscoree.dll.  I used the following link http://support.microsoft.com/kb/830646/ for the reinstall of .Net 1.1  I was finally able to get it to work and if I remember correctly I just copied the previous mscoree.dll back to system32  and IIS began to function correctly.  I probably have the wrong version, but at this stage it is running.  LIke I said previously, this is the only server for this small business and I do this as a side job - so I have to be careful about not bringing the server down to a place where they cannot work.

In answer to your previous question, we are using Symantec Endpoint Protection 11.0.  But, the email monitoring and reporting stopped functioning before upgrading to 11.0.  We were using a previous version back in October when we lost the ability to get reports.  

I will proceed to work on the link you provided in the first link.  I will probably not be able to work on it until a weekend which may be 2 weeks away.
