How to find out who is using this IP address ?

I have problem locating the user/PC/device that is using a certain IP address, 192.168.128.150.  When I ping this IP from other network nodes within same segment, I get reply from this IP.  I tried to configure another PC to use this same IP so that to create the IP conflict message, hoping that the user that gets this message will response to me.  However, it turned out none.  Is there any other way to locate who/which PC/device is indeed using this IP address?  Could it be my network has been hacked?  Pls help.  THank you.
