Blackberry Dispatcher errors

On Sunday, Tuesday and now Wednesday night i emails are not getting forwarded to BBs from the BES server. Inside the  BlackBerry Manager on the left side i get a red X over the server and see emails pending. If i restart and of the black berry services emails are still not send it takes a reboot of the server to send them and make the red x go away. also I'm getting

the errors bellow happen two to three time at the exact same time say 7:04:21 and occur every minute from the time the problem starts until the time I restart the server

My enviorment is Windows 2003 SP1 server with exchange server 2003. My BES is installed on a Windows 2000 Sp4 Server
