Recovery cycle is on Restart loop

I hate my computer! Ok, with that said, I am reinstalling the operating system for the third time. This time, I am using the HP factory recovery CD. It went through all the expected stuff but now it has been restarting on a loop, over and over again. It opens to the desktop with the sys32 folder opened in a windows explorer window. It sits there for about 2 minutes, then restarts. At first, it was installing software or appeared to be doing SOMTHING, but now, it looks like nothing is really happening at all and it just keeps restarting. This "nothingness", then restart has happened about 12 times now. Is this normal for a recovery? What should I do to fix, if anything? As always, thanks for your help!
