Disable Routing and Remote Access using a GPO.

I am setting up a proxy server that uses the ip address of the computer to pass permissions to. I am using one of my servers to do the DNS and DHCP.

The problem I am having is that when I look at the DHCP server, even though I have all pc's on the network set up with reservations (MAC Address Checking), I am seeing some pc's with a Unique ID of RAS. It looks like the pc's are automatically pulling an IP address because of Routing and Remote Access services. Is this correct? If it is correct, how do I disable Routing and Remote Access using GPO?
