What is it in Flash when it says "Cannot open a protected movie"

I am creating a Flash document that is also loading a swf file.  I have a preloader, then when it gets to the swf file it says "cannot open a protected movie" - This is odd, because I created the SWF file, and I did not "protect from import."  

I am using the loadMovie function, which  I have used before.  It seems to work in Test Movie mode, but not in preview.

I am working in Flash 8 for mac

Did you create any classes / packages in the loaded swf?

No classes or packages that I know of.
Are you able to post the swf file so I can try to load it?
Actually, it loads from the web. It is only locally that I get that error.

Ah.. thats it, the security setting. I looked up security and found an explanation in Adobe Documents.  Test movie did work, but Publish Preview didn't.  When I changed security, that worked.
