Teminal Server event 50 protocol stream error

On a Windows Terminal Server 2000 (application mode) we get continously the follow error in the system event log:

Event Type:      Error
Event Source:      TermDD
Event Category:      None
Event ID:      50
Date:            18/12/2007
Time:            21:40:02
User:            N/A
Description:
The RDP protocol component X.224 detected an error in the protocol stream and has disconnected the client.
We already removed the certificates in the hkey_local_machine\system\currentcontrolset\services\termservice\parameters, but that didn't help.
The server has also SP4  + latest updates.
Since this error is showing up, users who log on to this server sometimes have resources errors: cannot logon and get a profile error or can't connect at all to the server;
Any ideas what can be causing this?

Have you reboot the server after the certificate removed ?

...After server restart (Terminal service could not be restarted seperately) the right certificate was created automatically... More information

I've rebooted the server several times, still the same problem. What is also happening is that in the terminal services manager there are several sessions (about 10-20) coming and going that have the state "connect query", what i have never seen before. Coud that be a problem on port 3389?
