I have already done a complete uninstall and reinstall. Â The server was able to update itself before the unistall. Â I did the reinstall because we were having some client discovery issues. Â Is there a port in the firewall that should be open?
Here is the part of the log where is is trying to download the update on the server:

"Review the liveupdate settings from the control panel to specify manually your proxy, or and check your ISA proxy log from that ip machine."
I my case, even though the proxy was set in LAN settings for the machine, those settings did not appear to trickle down to liveupdate. I specified my proxy in the manual settings in liveupdate and the next log ended like this:
"exited with a return code of 1800, Success"

I found that the reason why the settings did not "trickle down" as I posted before, is because:
you must check the "automatically detect settings" box in your LAN settings.
