How do I deal with repeated failed connection to Filezilla FTP server?

On advice of Experts Exchange this week, I have downloaded both server and client versions of Filezilla FTP (http://filezilla-project.org/) and have installed the server application on a PC running XP Pro.  (Later I'll use a real server running Windows Server 2003 once I work out the problem that follows.)

The PC fucntikoning as server connects to the outside world through a Netgear switch that is connected to a Westell DSL router (I gather a modem and router combined in one box) and behind that to Bell South via a fixed IP address.  Because of the router assignment of internal IP addresses, on advice of Bell South tech support the router has been configured to enable "IP pass through" to the machine that is functioning as my server.

Then I setup the Filezilla client on another machine and tried to connect to the PC functioning as server here.  Repeatedly I get a message saying that my client is connecting to the designated IP address, then the next status line reports "connection established, waiting for welcome message ..."  but then comes up a red message saying "Could not connect to server"

I have disabled firewalls on both ends, am using port 21 and, so far as I can see, have set up the server application correctly.  Can you think of an explanation for why I am repeatedly unable to connect to the server?

Great catch ... of course, makes sense.  We had been setting it up from within the LAN.  Now working.  Thank you.
