IIS 5.0, using the migration tool from one server to the next. getting error, vbscript access denied

I am using the IIS migration wizard to go from one IIS 5.0 machine to the other. When i run the target option, i get this error upon putting in the credentials:

Microsoft VBScript runtime error '800a0046'
Permission denied  /iismu/source.asp, line 248

I am using the same administrator name and password on both machines, they are both part of the same workgroup and can connect to each other. I presume the issue is with permissions, I just don't know where to fix it. I did reload IIS on the target machine.

Not sure about the Migration Tool error, but maybe this will work better:

The program worked as you said. No problemo. Now to the next question. I would like to be able to run the site to test if it works while offline. This is okay to do, correct?
If yes, i don't know how to change the default page (that shows under construction) to the newly restored virtual directory.

I'm not sure what you mean....I'm not that great with IIS, but you should be able to browse tohttp://localhost/virtdir/index.htm

for testing, and if you're happy with that, you can move the files into the root folder.
