Public Folder Restore

My colleague has told me that he cannot restore public folders the way our backups are running currently. He went on to explain that the only way to restore the folder is to create another Exchange server on the network and restore it to that information store. This does not seem correct. Any information?

yes he can restore it to recovery storage group or to the online one

This didn't really answer my question at all but I did find a tool from Microsoft called PFADAVAdmin tool that will restore mailboxes and public folders. Great Tool.
