How do I only display parts of the data in this Repeater ASP:label?
<asp:Label ID="Numbers" runat="server" Text='<%# EVal("Numbers") %>'></asp:Label>
I've tried EVal("Numbers") .SubString(1,5) but it reutrns an error saying "Option Strict On disallows late binding."

Can you change your sql query to return the proper subset of characters?
That my be the least expensive option.

Yes I can but I want to know how to manipulate the data I receive from a stored procedure in case I have to in the future.  I want to know how to do it in the asp code in case I don't have access to the stored procedure I pull the data from.

It may not be the best location (in a repeater) to do that.
But I would create a variable to put the value into and then manipulate the value.

Or you could duplicate the dataset in the codebehind and manipulate the column in your new dataset and use it for the results.
