Sounds like a permissions issue to the images.

Make sure the user has permissions to the directory with theimages.

let me give you a summary that way you will understand.
this is what i have done.
i get the crystal server install version from: C:\Program Files\Microsoft Visual Studio 8\SDK\v2.0\BootStrapper\Packages\CrystalReports from my development machine (XP pro) i install this on my web server (windows server 2003) after it loads everything it need it to load i went to the IIS Manager and check for the virtual directory named "CrystalReportViewer115" and indeed it was there. now after i did that i check my website and preview it on a web browser and no luck the images does not display.
i when to the actual Default.aspx page and add these lines of codes:

Me.CrystalReportViewer1.ToolbarImagesFolderUrl = ""
        Me.CrystalReportViewer1.GroupTreeImagesFolderUrl = ""

which when it reloads on the web page my images now display.
at this point one thing i notice that the virtual directory  CrystalReportViewer115 is under Default Web Site under IIS manager and not under my website.
the IIS manager looks something like this:
Default Web Site
all bunch of virtual sites after this.

so i need to add my CrystalReportViewer115 under our intranet. what i did was i when to Default Web Site look for the CrystalReportViewer115 and right click all task and i hit save Configuration to a file. then i went to my site Our Intranet and right click and select this time New Virtual Directory (from file) the file i have created previously was there and i click on Read File and then select the file under location and hit ok. This copy the same setting for CrystalReportViewer115 from the default web site to our intranet website which is what i want it.

i when back to the actual Default.aspx page to see if this works now and still does not work. and when i said does not work i mean the export and click options are posback to the defaul.aspx page.

then what i did was copy the same structed from the developer machine C:\Inetpub\wwwroot\aspnet_client\system_web\2_0_50727 to the web server becasue sometimes the files are not copy correctly so i did copy them manually. after this process was done and went ahead and test my default.aspx page on a web page and it did not work.

and running out of options and i dont know what to do next =(

I'm sorry if the comments is too large but i want to describe the best i can what i have done this way we dont run in circles.
see if you can help me here.
