Outlook Client's 'Recover Deleted Items' option is greyed out. Why?

Exchange Server 2007. Std.
Users in our organization do not have the ability to Recover Deleted Items from their Outlook client. Why is this?
The Exchange Server's Mailbox Store is set at the default of retaining deleted items for 14 days.

The key is originally misspelled (t and s are swapped) below is the correct key and value

The Key is HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Exchange\Client\Options -
DWORD - DumpsterAlwaysOn - value data = 1
