First, Google toolbar is no more useful it used to be.

About your problem :
1. It is very likely there is some hijacker/trojan that is preventing the proper use of toolbar. Try reinstalling the toolbar.

2. Alternate way for you to search your site's cached pages is by using the syntax below in google search engine :
       site:yoursitename.com
for example. site:wanttohost.com will give me all pages of site wanttohost.com that have been cached by google.

Search this syntax in google search like you normally search for other  keywords.

This not a virus or a problem with Google toolbar.

Google will start giving you this message if there has been too much traffic from you network / ip on any given day.

This traffic is messured in KB's and individual request. I can happen if you have too many google request comming from you network or IP. Equally this can happen if you are requesting a large amount of data from them. IE: Someone in your office or home descides to spen 30 minutes clicking around on google maps.

The block is usually only for a 24 hr period.
