Disk Cleanup does not workd!

I have a computer which if very slow and I have tried to run disk cleanup, under properties for the drive in my computer.  The program appears to be running, the hard drive light is constantly either on or blinking but the barometer either starts with 4 blocks and stays there or there are no blocks.  I've tried several times and have left it running for up to 14 hours.  It never completes although the hard drive ceases to flicker.
  I have tried:
   Norton utilities disk program and Windows programs from diskettes
   Reloading Windows and overwriting the past installation
   Check Disk
   Defraged the HD
I still have the same problem

Doesnt get stuck on Compress Old Files, does it?

Thanks for your response.  No, it gets stuck at the very begining, the scanning part.  You can tell it's scanning but that is where it stays till I cancel it.
Might suggest replacing the actual file responsible for it, with a known good copy.....

Extract a copy from the CD, or I386 directory.
If the CDRom is D....

expand d:\i386\cleanmgr.ex_ c:\windows\system32\cleanmgr.exe
If the PC boots up in Safe Mode....

I would start with the System File Checker...


sfc /purgecache

You WILL need the XP CD for this to complete...

Since starting this question, the mother board failed and PC is not worth repairing.  Thanks for suggestions but the PC died!
