Exchange 2003 - Can Admin see when an item was created (and by who?)

Is there a way for the system administrator (or anyone else) to see when an item was created in a personal calendar or a public folder - and also who created it?  I have not been able to find an audit tool to do this - either using the System Manager (Exchange) or the Outlook properties of the item.
