Microsoft, Exchange, 6.5 capture all emails

for secuirty and assurance, we need to capture all emails coming and going through our exchange server. How can this be done? Is it as simple as pointing an archive store to another folder?

The archive store?

The best way to do this is with Journaling - this will generate a STACK of data, but it will get absolutely everything;
